PDM SDD

Use pdm-sdd for SDD-RIPER governance only.

Primary references live in the sibling pdm skill package:

Expected behavior:

Inspect the target repository before changing docs.
Ask 1 to 3 short setup questions at a time when setup details are missing.
Establish or repair the PRD -> PHASE -> SPEC chain.
Record SDD-RIPER stage, human gates, review path, and Reverse Sync path.
Do not edit code, tests, dependencies, APIs, schemas, or runtime behavior unless the user explicitly asks for code work.
Keep generated docs local-only unless the user explicitly asks for Git actions.
Run verification before claiming completion.

Do not write this skill name, /pdm-sdd, local install paths, or SKILL.md into generated target-project docs.
