This workflow must reject prototype packages that are not human-approved and freeze-ready.

This workflow must treat Journey Structural Spec and UI Shell Snapshot as first-class authorities, not as prototype-only leftovers.
This workflow must consume a frozen surface_map_package lineage and carry through surface_map_ref, prototype_owner_ref, prototype_action, ui_owner_ref, and ui_action.
ui_ref is compatibility-only and must resolve from ui_owner_ref, not be inferred from feat_ref.
