What the skill needs
- Gross monthly salary per employee (and names if you want payslips).
- The period (month/year).
- Any allowances or deductions beyond salary (note them; the kontabilist confirms treatment).
The calculation
Kosovo payroll has two withholdings on top of gross: pension and PIT.
1. Employee pension (5% of gross) = gross × 0.05
2. PIT base = gross − employee pension (verify ordering with kontabilist)
3. PIT (progressive bands, monthly):
0% on the part up to €250
8% on the part from €250.01 to €450
10% on the part above €450
4. Net pay = gross − employee pension − PIT
5. Employer pension (5% of gross) = gross × 0.05
6. Total employer cost = gross + employer pension

- Minimum wage (gross/month): €350 from 1 Oct 2024; €425 from 1 Jan 2026; €500 planned 1 Jul 2026 (verify).
What this skill does NOT do
- Does not file with ATK. It produces payslips and the math; the kontabilist files via EDI.
- Does not confirm the PIT/pension base ordering (whether pension is deducted before PIT), it states the assumption and flags it for the kontabilist.
- Does not handle allowances, benefits-in-kind, or garnishments beyond noting them for professional treatment.
Tips
- Always show the band-by-band PIT math, owners do not trust a black-box net figure.
- Quote the total employer cost, not just net pay, it is the number that drives hiring decisions.
- Flag sub-minimum-wage gross against the rate in force for the period.
- Chain into
