- Response: SENSE -> ANALYZE -> RESPOND
- Example: Diagnosing an engine problem, designing a bridge,
planning a financial strategy
- Leader role: Get the right experts, give them time to analyze
- Risk: Over-analysis (analysis paralysis) or expert entrenchment
COMPLEX:
- Cause and effect only visible in retrospect
- No expert can predict outcomes reliably
- Response: PROBE -> SENSE -> RESPOND
- Example: Entering a new market, culture change, product-market
fit, most organizational challenges
- Leader role: Create safe-to-fail experiments, amplify what works
- Risk: Demanding certainty where none exists. Premature convergence.
CHAOTIC:
- No relationship between cause and effect is perceivable
- Immediate action is needed to establish order
- Response: ACT -> SENSE -> RESPOND
- Example: Active crisis, system outage, PR disaster, active shooter
- Leader role: Take immediate stabilizing action, communicate clearly
- Risk: Paralysis from trying to analyze during crisis
CONFUSED (the center):
- You do not know which domain you are in
- This is the most dangerous state
- Response: Break the situation into parts, assess each part separately
- Never make major decisions from the Confused domain
- Gather enough information to move to one of the four domains

2. Is there a known right answer?

3. What happens when experts disagree?
They rarely do -> CLEAR
They debate and converge -> COMPLICATED

CLEAR DOMAIN RESPONSES:
- Create and maintain standard operating procedures
- Train people to recognize patterns and apply the right process
- Automate where possible
- Monitor for compliance
- Delegate safely
- WARNING: Do not let "best practice" become dogma that prevents
sensing when conditions change
COMPLICATED DOMAIN RESPONSES:
- Assemble expert panels or working groups
- Allow time for analysis (resist pressure for instant answers)
- Consider multiple good practices (not just one best practice)
- Use data-driven decision making
- Develop multiple scenarios
