Creates a referral draft with all required fields (student info, reason, prior interventions, data summary) for MTSS escalation, special education evaluation, or counselor referral. Placeholders only.
Read first — boundaries (security/SECURITY_AND_SAFETY.md §1-2). A referral draft is
decision support, not a submitted referral. It must be validated against the actual
district referral procedure and local and state policy before submission; drafting one here does
not initiate a referral, start any evaluation timeline, or determine eligibility for special
education or any service. Where a request needs a specific student's record, escalate rather
than infer (protocol-layer/assumptions-protocol.md). Never request, infer, or include real
student data — placeholders only.
