Draft title, body, tags, and cover text.
Use xhs-content-quality-reviewer before publishing.
If the user explicitly asks to publish, use xhs-publisher-mcp-workflow.
Use xhs-publication-ledger for local record keeping.

Output contract

Provide:

campaign slug;
target repos or projects;
asset list;
final title/body/tags;
compliance result;
publish status if attempted;
ledger path.
