Procedure

1. State the work, decision, and outcome for which the audience definition will be used.
2. Gather existing research, behavior, support questions, search terms, interviews, sales evidence, and accessibility needs.
3. Separate observed facts, reasonable hypotheses, and unsupported assumptions.
4. Segment by situation, task, urgency, knowledge, constraints, and decision role before considering broad demographics.
5. Identify a primary audience and any secondary, excluded, or harmed audiences.
6. Write the audience's current state, desired progress, barriers, alternatives, evidence needs, language, and channels.
7. Record who influences, approves, pays, uses, or is affected when these roles differ.
8. Test the definition against real examples and edge cases; revise when it predicts no meaningful choice.
9. List research questions and the smallest ethical test that could resolve each one.

• Do not infer sensitive traits or reduce people to invented personas.
• Use personal data only with appropriate permission, minimization, and purpose.
