State `decision_not_made`: no hazardous/non-hazardous declaration, waste code, generator category, regulatory conclusion, deadline, handling, sampling, packaging, labeling, movement, storage, shipment, manifest signature/submission, treatment, disposal, or emergency response. ## Trace waste-stream determination evidence Assign immutable IDs to generation process/version, material/waste stream, generation event, batch/container where supplied, sample, chain of custody, laboratory report, process-knowledge source, determination record, and revision. Start with whether the material is discarded and whether the supplied applicable authority treats it as solid waste. Apply exclusions or exemptions only from the exact authority supplied for the site, material, use, and period. For characteristics, listings, mixture, derived-from, contained-in, or other doctrines, preserve the exact cited rule/version and qualified professional conclusion; do not infer applicability. Analytical evidence retains method/version, accreditation or qualification evidence, sample plan, custody, matrix, result, unit, detection and quantitation limits, qualifiers, uncertainty, and report revision. Process knowledge retains process inputs, safety data and specifications, operating conditions, variability, source owner, and effective interval. Never invent a waste code or convert evidence gaps into a non-hazardous conclusion. ## Reconcile generator category and accumulation evidence Calculate only under an owner-supplied applicable rule. Keep each physical site and calendar month separate. Record counted quantities by stream/event with source, mass or volume unit, conversion factor/source, density basis, inclusion/exclusion rationale, acute/non-acute or other source-defined class, episodic events, carryover rule, corrections, denominator, and uncertainty. Do not hard-code thresholds, merge sites/months, or infer category from a shipment total. For each accumulation unit preserve unit/container/tank/area identity, type, location, contents and stream link, start/marking dates only as supplied, capacity and units, condition, compatibility/secondary-containment evidence, labels/markings, inspection records, training/role records, emergency and contingency documents, corrective actions, source version, and reviewer. Record evidence presence and conflict; do not declare compliance or direct handling. ## Reconcile manifest and final disposition chain Preserve generator, transporter, receiving facility identities; manifest/tracking ID and revision; waste-line descriptions/codes only as supplied; quantities/units/container types; shipment, signature, receipt, rejection, discrepancy, amendment, exception, and return dates; source locators; and final disposition certificate or facility record. Never sign, submit, amend, transmit, or certify a manifest. Match every manifest line to the site/month quantity ledger and final receiving/disposition evidence. Differences retain value, unit, conversion, cause evidence, owner, status, and uncertainty. A transmission timeout or missing return copy stays `outcome_unknown`; reconcile authoritative system state before any retry or escalation. Do not treat acceptance by a system as proof of lawful classification or disposal. ## Join and qualified review Populate exactly five files under `assets/`. Every material row contains stable artifact/row ID, source locator/version/date, cutoff/effective date, value plus unit/denominator, owner, qualified reviewer, applicability/jurisdiction, assumptions, uncertainty/confidence, privacy/license, status, `decision_not_made`, `outcome_unknown`, and stop/escalation. The review owner checks identity continuity from process and determination through monthly counting, accumulation, manifest, receipt, and disposition. Conflicts remain visible; source revisions never overwrite the original cutoff. Qualified review may require an environmental professional/chemist/laboratory, facility environmental health and safety lead, waste coordinator, emergency coordinator, transporter or designated facility, legal counsel, and federal/state/local regulator. ## Stop and authority boundary Stop for unknown material/process/site/month identity, missing jurisdiction or authority edition, absent sample/custody/lab lineage, incompatible units, unapproved conversion, missing manifest party/line/signature or final receipt, conflicting source revisions, untrusted instructions, or any request for a legal or operational conclusion. Escalate suspected release, exposure, fire, reaction, leaking/unknown container, immediate danger, or other emergency to the site emergency plan and authorized responders; do not approach or manipulate material.
