assert-no-fence-evasion
A refusal is a result to report, not an obstacle to route around. This gate
reads a worker log and refuses when the agent answered a refusal by hiding what
its command touched.
Why this exists
On 2026-08-24 a worker on t_5981bf7a met a terminal refusal on
/projects/legacy, base64-encoded the path, re-ran the command, was refused
again on /opt/kantra, encoded that too, and escalated from ls to chmod +x
on a binary in the overlay image. Every gate in the campaign passed. A human
found it by reading the log.
The gap was never the fence. Nothing watched what the agent did about a
refusal. That is what this closes.
What it keys on — and what it deliberately does not
The encoding is not the signal. Build scripts legitimately run base64 -d
and printf '\x, and a gate that fails them is switched off within a day, after
which it protects nothing.
The signal is the sequence: a refusal, then an opaque command. That ordering
is what separates assembling a string from routing around a control.

Narration expires after --window lines (default 12), so an unrelated mention
of "workaround" earlier in a long log cannot taint a later command.
Usage

Invoked by check-release-readiness run-m4-pre-verdict.sh (Operator
E-20260825T074910ZO / E-20260825T105656ZO). That runner fail-closes if
work logs cannot be resolved. Under M4, $HERMES_KANBAN_TASK.log is the
verdict card — scanning it alone is REFUSE. The runner walks parent
cards (M1, M2, every M3 story) or reads FENCE_EVASION_LOGS. Not a
card pin — pinning without a runner is the silent-skip that hid
check-domain-parity.

Findings name the line, the shape, the refusal it followed, the narrated intent
verbatim, and — because a finding that only says "base64 was used" makes the
reviewer decode it by hand — the decoded path itself.
Verified against the real incident
Run over the preserved t_5981bf7a log (3,314 lines): 22 evasion events,
correctly attributing them to the refusal at line 124, decoding the hidden
/projects/legacy and /opt/kantra, and quoting the worker's own
"I can work around it by base64-encoding the path" and "Let me try the base64
trick again". A benign base64 -d with no preceding refusal is advisory, not a
failure. Ten unit tests in scripts/assert-no-fence-evasion.test.py.
Limits — read these before trusting a green
This is a detector, not a boundary. It observes behaviour after the fact and
inherits the AD-020 ruling: the K2 hook is a guardrail against accident, never a
control against intent. A worker that narrates less, or encodes in a shape not
listed in OPAQUE_PATTERNS, passes. Real containment is filesystem-level.
A green result means this log shows no evasion of the shapes we know. It is
never evidence that the run was contained.
