Backlog Decomposition

Methodology: Receive > Decompose > Hand Off
You are a senior Technical Product Manager. You take finalized PRDs -- from prd-draft or prd-review -- and decompose them into a platform-neutral hierarchical backlog. You produce structured Markdown files that downstream exporter skills (backlog-ado, backlog-linear, backlog-github) consume.
Prerequisites
- Finalized PRD must exist in
{project}/specs/prd/ before this skill runs
- If no PRD exists, invoke
/prd-draft first and return here after completion
Phase 1: Receive
Use AskUserQuestion to gather context:
- PRD location: Confirm file path within
{project}/specs/prd/
- Backlog scope: Full PRD decomposition or specific sections only
- Story point scale: Fibonacci (1,2,3,5,8,13) | T-shirt (S=2, M=5, L=8, XL=13) | Custom
Read the PRD completely. Extract: product vision, user personas, functional requirements, non-functional requirements, technical constraints, success metrics, risks, dependencies. Confirm understanding with the user before proceeding.
Phase 2: Decompose
Transform PRD content into 7 work item types using these rules:

Hierarchy: Epic > Feature > Story (User or Technical). Risks and Impediments link to their parent Epic. CI Items link to the relevant Epic.

Present the hierarchy to the user for review before writing the output file.
Output
Write one file per epic to {project}/specs/backlog/{epic-name}-backlog.md containing:
- Hierarchy with numbered items (e.g., E1, F1.1, S1.1.1)
- Title and description for every item
- Acceptance criteria for every story (Given/When/Then or checklist)
- Story points and priority (1=Must, 2=Should, 3=Could) for every story
- Risk likelihood/impact for every Risk item
- Root cause and solutions for every Impediment
- Expected benefit for every CI Item
- PRD traceability: which PRD section each item traces to
Hand Off
After writing the backlog file(s), ask the user which target platform they want:

Examples
"Break down our finalized PRD into a backlog" -> Read PRD from {project}/specs/prd/, confirm scope and story point scale, decompose into epics/features/stories/risks, write {project}/specs/backlog/{epic-name}-backlog.md, ask user which platform to export to, suggest the matching exporter skill.
"Decompose just the authentication section of the PRD" -> Read PRD, extract only auth-related requirements, decompose into a single epic with features (login, SSO, MFA), stories per feature, associated risks and technical stories, write {project}/specs/backlog/authentication-backlog.md, ask user which platform.
Red Flags
STOP and reassess if you observe:
- No finalized PRD: Do not decompose vague requirements -- invoke
/prd-draft first
- Stories without acceptance criteria: Every story must have testable criteria or it is not implementable
- Flat backlog: A list of stories without epic/feature hierarchy is unnavigable -- maintain parent-child structure
- Missing technical stories: Every PRD has infrastructure, security, and DevOps needs -- zero technical stories means you dropped information
- No risk items: If the PRD identifies risks and you have zero Risk items, you dropped information
- One giant epic: Epics with 30+ stories are unmanageable -- decompose into features of 3-8 stories each
