Keep agent loops affordable and predictable.
Track cumulative model/tool usage. Deduplicate context. Summarize completed stages. Use specialist agents only when their expected value exceeds cost. Block repeated identical attempts. Escalate before hard budget exhaustion when completion probability becomes low.
