Judgment-audit only the docs it flags (stale-by-mtime, orphan-candidate, dead-ref) plus the group's own one-liner count checks (ls .claude/agents | wc -l, etc.). Healthy-by-mtime docs don't need a full content pass unless their subject code changed this session. This is the gov.38 offload: the scan is deterministic (no model); only the content-drift verdict is judgment. Don't hand-walk ~80 docs in the premium seat when the scanner already ranked them.
