## When to Use
Use when the user wants to create a new Codex skill, update an existing skill, design skill trigger metadata, or package bundled references/scripts.
## Do Not Use When
Do not use for installing an existing skill from a registry; use skill-installer for installation.
## Required Inputs
Skill purpose, trigger conditions, target users, workflow content, bundled resources, and validation prompts.
## Workflow
1. Define concise trigger description.
2. Write minimal procedural body.
3. Add only necessary resources.
4. Validate with realistic prompts and revise.
