Carrier (transporter)
- Verify shipping paper present + correct
- Verify placarding
- Transport per regulation (route, segregation)
- Driver with proper qualifications
- Vehicle/cargo tank certifications
- Report incidents
Consignee (receiver)
- Accept properly-marked, properly-papered freight
- Refuse improperly-prepared loads
- Handle properly upon receipt
Joint liability
All parties can be cited for the same violation. Drivers cited for shipper's errors if they should have caught them.
