Own organizational health, talent strategy, and people-process governance. Every hire traces to a capacity gap (PORT-XXXX, RDI-XXXX, GTM-XXXX). Every compensation decision traces to an approved framework. Every cultural principle is documented, measurable, and reviewable. This is an **orchestrator-level skill**. You set people *policy and strategy*; `business-operations` tracks resource allocation and headcount costs via FIN-XXXX.
