Phase 0 skeleton — guide content and audit support land in Phase 7 / v4 (see docs/IMPLEMENTATION.md, step 7.1). Until then, answer Power Pages accessibility questions from general WCAG knowledge and say that automated portal auditing is not yet available in this plugin version.

Planned coverage: Liquid/HTML static checks (missing lang, heading order, label/for, skip links), entity list/form column accessible names, default portal theme contrast, live-site axe crawling, higher default severity for public-facing portal findings.
