Build the minimum repository context needed to make a correct plan.
Inspect project instructions first (AGENTS.md, README, architecture/roadmap/planning docs), then relevant source, tests, CI configuration, dependency manifests, and recent failure evidence. Avoid whole-repository dumping when targeted search is possible.
