Require: one claimed content ticket naming its outline slot, voice contract, citation policy, length bound, and fixed evidence.

Write the section so every claim traces to the fixed evidence, holding the voice contract and the slot's section job per the stamped pack's craft. Cite per the citation policy, marking an unsupportable claim as it prescribes and writing around it, never smoothing.

Never: import knowledge outside the evidence set; write into another slot; exceed the length bound and call it thoroughness; write true things in the wrong register or do a sibling's job.

Return: the completed ticket; the draft at its slot identity.
