User Config Manager
Audit, organize, and optimize the user's global VS Code AI configuration ecosystem.
Scope
This skill manages user-level AI customization files.
VS Code user data folder:

Triggers
- User asks to review or organize their Copilot configuration
- Before major Alex brain updates (avoid conflicts)
- When user reports inconsistent AI behavior across workspaces
- Quarterly maintenance alongside memory curation
Audit Procedure
Step 1: Inventory User Config
Read all user config files:
memory view /memories/
Step 2: Memory Scope Check
For each memory file, verify content belongs at user level:

3-Workspace Test: Content must be useful in 3+ different workspaces.
Step 3: Agent Analysis
For each custom agent, check:
- Tool scope: Are tools appropriately constrained?
- Model selection: Is specific model justified?
- Handoff patterns: Do handoffs make sense?
- Overlap: Does agent overlap with workspace agents?
Step 4: Instruction Conflict Detection
Compare user instructions (prompts/*.instructions.md) with workspace instructions:

Step 5: MCP Server Audit
For each MCP server in mcp.json:
- Reachability: Can the server be contacted?
- Usage: Is the server actively used?
- Overlap: Do workspace MCP servers duplicate functionality?
- Security: Are credentials properly managed?
