- **Filename Case Standard**:

- Check main index integrity in `README.md` and `PLAN.md`.
4. **Open Question Lifecycle & Task Tracker Check**:
- Audit the strategic source of truth: `PLAN.md`.
- Check for un-tracked open questions, `TODO` / `TBD` markers, or incomplete phase tasks (`[ ]`).
- Verify that resolved items are marked `[x]` with appropriate completion descriptions.
- Highlight any open decision items that lack an assigned phase or owner.
5. **Git Repository Health Check**:
- Execute `git status` to inspect working-tree health.
- Flag any uncommitted changes, untracked temporary files, or uncommitted milestone work.
- Check current branch status relative to `main`.
6. **Actionable Output**:
- Operate in **Report-Only** mode. Do NOT make direct edits to files.
