Skill: Seasonality-aligned readout
The single most common false finding in staffing analysis is a month-over-month or quarter-over-quarter comparison that crosses a seasonal boundary (§3 #5). This skill aligns the comparison to the cycle before any number is interpreted.
Step 1 — Identify the governing cycle
- Education / school-based: the academic calendar. Districts run a July 1 fiscal year; roles post late winter, bulk-fill late spring/summer for an Aug/Sept start, with a fall scramble. A Q4 fill rate is expected to be low — the hiring happened in Q2–Q3.
- Healthcare: winter/crisis surge and summer travel peaks; locum patterns around physician schedules.
Step 2 — Re-cut the comparison YoY same-period
Replace "Q4 vs. Q3" with "this Q4 vs. last Q4" (or this fall-hiring-window vs. last). Same point in the cycle, year over year — that isolates real change from seasonal change.
Step 3 — Annualize or index where YoY isn't available
If only one year of data exists, index each period to its share of the annual cycle (e.g., "school fills run ~X% of annual volume in Q2–Q3") and compare actuals to that expected share rather than to the adjacent quarter.
Step 4 — Separate the artifact from the signal
State explicitly which part of the move is seasonal (expected) and which is genuine. "Fill rate fell 9 points QoQ, but 7 of those points are the normal fall-to-winter school cycle; the residual 2-point YoY decline is the real signal" — that sentence is the deliverable.
Step 5 — Align KPI windows to the cycle going forward
Recommend the client measure fill rate and time-to-fill against the recruiting cycle, not calendar quarters: front-load the pipeline in spring/summer for education, and set the time-to-fill clock against the academic start date, not the req-open date alone.
Step 6 — Flag the no-benchmark metrics
Session-completion, teletherapy-utilization, contract-renewal, and days-covered-vs-contracted have no public benchmark — mark them internal-metric-to-define rather than inventing one (§3 #9).
