Execution Steps

1. Create the Matrix

Construct a 3x3 matrix with:

• Vertical axis: Impact (High, Medium, Low)
• Horizontal axis: Speed (Fast, Medium, Slow)

2. Define Evaluation Criteria

• Impact: Magnitude of result, typically defined as "Bottom Line Impact" (e.g., >100 billion yen for large firms, scaled appropriately for organization size)
• Speed: Time required to implement or see results

3. Plot Each Task

Place each task/sub-issue in the appropriate quadrant based on its impact and speed ratings.

4. Apply Zone Strategies

Zone 1 (High Impact / Fast Speed)

• The ideal zone
• Prioritize these immediately
• These are your quick wins with maximum value

Zone 5 (Low Impact / Fast Speed)

• "Low hanging fruit" zone
• Warning: Avoid over-focusing here
• Picking many low-impact tasks does not solve core problems
• Only pursue if they enable Zone 1 or Zone 7 initiatives

Zone 7 (High Impact / Slow Speed)

• "White ants" eating the foundation
• Do not ignore these critical long-term initiatives
• These tasks are likely too big or not structured enough

5. Convert Zone 7 Tasks

Break down Zone 7 tasks into smaller chunks:

• Identify sub-components that can be executed faster
• Convert large slow initiatives into multiple Zone 1 tasks
• Maintain focus on high impact while improving speed

6. Apply the 80/20 Rule

• Focus on the vital 20% of issues that generate 80% of impact
• Discard or defer the trivial 80%
• Prioritize Zone 1 items first, then address converted Zone 7 items

Output

Generate a ranked list of tasks:
