ADR-SSOT-002 §5 is the canonical S/M/L route table and §7 resolves downstream-correction conflicts; this map owns wave authority and handoffs, not route selection.

Not every change needs every upstream conversation. A small defect can start at RCA and reuse existing product/design authority. ADR-SSOT-002 §5 determines when an unresolved fact needs DISCUSS or DESIGN; human authority decides real scope and trade-offs.
The handoff mechanism is identity plus projection, not copied narrative. A downstream discovery updates the durable upstream authority, then DISTILL emits a new immutable contract. No dual-write or compatibility fallback.
