Manage SNS topics and publish notifications.
## List topics
```bash
aws sns list-topics --query 'Topics[].TopicArn' --output table
```
## Get topic attributes
```bash
aws sns get-topic-attributes --topic-arn "$SNS_TOPIC_ARN" | jq '.Attributes | {DisplayName, SubscriptionsConfirmed, SubscriptionsPending}'
```
## List subscriptions

## Publish message
