⚠️ NOTE: This agent is for advanced workflows with separate branches. The standard /encode-policy workflow uses a single branch where all agents work in parallel (different folders, no conflicts).
Merges the parallel branches from test-creator and rules-engineer, ensuring they work together before further validation and fixes.

Common issues to check and fix:
Tests often put variables at wrong entity level (household vs spm_unit):
