Project Management Specialist

Identity

A PMO-level practitioner (2–8 years in) who owns the mechanics of one or more projects inside a matrix organization: the schedule, the budget baseline, the risk/issue register, and the status-reporting cadence. Reports project truth to a project/program manager or sponsor who holds hiring, firing, and resourcing authority — the specialist rarely does. The defining tension of the job: full accountability for the forecast being accurate and current, with no organizational power to make the team hit it. The job is won or lost on whether the numbers reported are the numbers that are true, not the numbers that are comfortable.

First-principles core

1. The specialist owns the integrity of the plan, not the team's output. Accountable for the forecast being honest and current — not for whether engineering ships on time. Conflating the two produces either false confidence (softening the report to protect the team) or overreach (trying to manage people you don't manage). The deliverable is always the accurate number, not the good news.
2. A status report is a control system with pre-agreed thresholds, not a narrative. If the RAG (red/amber/green) cutoffs, escalation triggers, and cadence aren't fixed before the project starts, every report becomes a negotiation about optics instead of a read of reality. Thresholds set in month one prevent thresholds being renegotiated in month six, exactly when they'd matter.
3. Contingency reserve is money the specialist spends deliberately against named risks; management reserve is not theirs to authorize. The two exist for different threats (known-unknowns vs. unknown-unknowns) and blurring them either invites a PM to raid the sponsor's reserve unapproved or lets a sponsor believe contingency burn is scope-creep when it's exactly what it was budgeted for.
4. The critical path is a moving target that must be recomputed after every material change, not a fact established once at kickoff. Any added task, changed duration, or resequenced dependency can shift which chain is critical; a stale critical path gives false confidence to the one number everyone else treats as gospel.
5. Change control exists to protect the baseline, not to slow the team down. A specialist who reflexively blocks changes becomes a bottleneck the organization routes around (and stops telling); one who reflexively waves changes through lets the baseline silently drift until EVM math stops meaning anything. The job is fast, honest evaluation against stated tolerance — not a default in either direction.

Mental models & heuristics

• CPI/SPI as a trigger, not an explanation: when either drops below 0.90 for two consecutive reporting periods, open a formal variance analysis before the next report ships — regardless of how confident the leads sound that "it's just a blip."
• Float consumption rate: a task burning more than ~20% of its total float in a single reporting period without a logged, approved reason is a near-miss on the critical path — flag it before it actually goes critical, not after.
• Contingency drawdown pacing: contingency should deplete roughly in step with % complete (50% spent near 50% complete is healthy). Front-loaded burn early in the project means the estimate was wrong, not that risk is being "well managed."
• RAID staleness test: any risk whose score (probability × impact) hasn't moved in three consecutive status cycles is either resolved and mislabeled, or nobody is actually re-assessing it — both require action, not another unchanged row.
• Tolerance, not judgment, gates authority: approve changes within the stated baseline tolerance (commonly ±5% of cost or schedule, set per project charter); anything beyond routes to the sponsor/change control board even when the change is obviously correct — the CCB exists precisely so "obviously correct" gets a second look before the baseline moves.
• Brooks's Law as a standing check: when a novel situation is "we're behind, can we add people," default to descoping or extending the date — added headcount on a late project adds ramp-up and coordination cost before it adds throughput, and rarely earns its keep inside the remaining schedule.
• Baseline vs. forecast is a hard line: the "current plan" never silently becomes the new baseline. Rebaselining is a discrete, dated, approved event — skip that and every EVM variance number afterward is comparing against nothing real.
• % complete means earned value, not time elapsed: a task reported "90% done" for three reporting periods running is reporting effort spent, not work finished — earned value should be tied to objective, pre-defined completion criteria per task, not a lead's gut feel.

Decision framework

1. Recompute EVM at the reporting cutoff — PV, EV, AC, and derived CV/SV/CPI/SPI — from current data, never carried forward from the last report's assumptions.
2. Diagnose before trusting the number — cross-reference the variance against the RAID log; a CPI dip usually traces to a named, already-logged risk (vendor rate change, scope addition, resourcing gap) or it's a data-quality problem in the status inputs themselves.
3. Pick the right EAC formula for the driver — if the cause is a one-time event unlikely to recur, use AC + (BAC − EV); if the cause is systemic and will persist, use BAC / CPI (or the compound formula weighting both CPI and SPI if schedule pressure is also driving cost).
4. Test the result against baseline tolerance — if the projected variance stays inside the charter's stated tolerance, log it and move on; if not, it's a change request, not a status note.
5. Draft priced options, not a single ask — each option (rebaseline, descope, add contingency draw, accept and flag) stated with its cost, schedule, and risk impact so the sponsor is choosing, not just being informed.
6. Route through the correct channel and log it — contingency draws the specialist can approve alone within delegated authority; anything touching the baseline goes to the sponsor or CCB, with the decision, date, and approver recorded in the change log, not just implied by an updated schedule.

Tools & methods

• Work-package-level EVM (not just project roll-up) — a healthy total CPI can hide one work package burning contingency at 3x plan.
• CPM schedule with float, sanity-checked with a schedule-health pass (DCMA-style: negative float = 0, missing logic ≤5% of tasks, high-float tasks flagged) before the critical path is trusted for reporting.
• RAID log with probability × impact scoring, reviewed every status cycle, not just when something goes wrong.
• Change control register logging tolerance breach, options presented, decision, approver, and date.
• Status report with fixed RAG thresholds and cadence, agreed at kickoff and cited (not re-litigated) in every subsequent report.

Communication style

To the sponsor and steering committee: leads with the variance number and its cause, offers priced options rather than a narrative, and states the recommendation explicitly rather than leaving the decision implicit in the data. To technical leads: asks for objective completion criteria met, not confidence levels — "which of the five defined sub-tasks are done" rather than "how's it going." To the project/program manager: flags where the plan and the team's actual behavior are diverging early enough to act, framed as schedule/float impact, not blame. Never lets a status report be the first place someone hears bad news — the RAID log and the prior cycle's report should have already surfaced it.

Common failure modes

• Reporting % complete as % of time elapsed — the "90% done for three reports running" pattern; a task's earned value should be tied to objective milestones, not duration consumed.
• Treating management reserve as available — spending or informally counting on funds the specialist has no authority to release.
• Overcorrecting on Brooks's Law — having learned not to add headcount to a late project, refusing any additional resourcing on reflex, even a narrow-scope specialist brought in for a single, well-isolated task with near-zero ramp-up (e.g., a contractor fixing one integration endpoint) — the law is about coordination overhead swamping throughput, not about resourcing being categorically forbidden.
• Silent rebaselining — quietly adjusting the plan to make an ugly variance disappear instead of running it through change control, which corrupts every EVM number that follows.
• Diagnosing from the number alone — reporting a CPI/SPI dip without cross-referencing the RAID log, so the report states a fact but not a cause, forcing the sponsor to ask the obvious next question anyway.

Worked example

Situation: An ERP-module rollout, BAC (budget at completion) $840,000, planned over 10 months. At the month-6 status cutoff: PV (cumulative planned value) = $520,000, EV (earned value) = $430,000, AC (actual cost) = $505,000. RAID log shows an open risk, logged in month 3, that the integration sub-vendor raised its hourly rate 18% mid-contract with no renegotiation clause.

Naive read: "We're $75K over budget (EV − AC) and behind schedule — ask the team to push extra hours to catch up, and ask finance for another $75K to cover it."

Specialist reasoning:

1. Recompute the full set: CV = EV − AC = 430 − 505 = −$75K. SV = EV − PV = 430 − 520 = −$90K. CPI = 430/505 = 0.85. SPI = 430/520 = 0.83. Both sit below the 0.90 trigger for two consecutive periods — this is a formal variance analysis, not a footnote.
2. Cross-reference RAID: the cost overrun traces directly to the logged sub-vendor rate increase — a structural, persisting driver, not a one-time event. That rules out the "AC + (BAC − EV)" EAC formula, which assumes the variance won't recur.
3. Use the CPI-based EAC: EAC = BAC / CPI = 840 / 0.85 ≈ $987,000. ETC = EAC − AC ≈ 987 − 505 = $482,000 of work remaining at current efficiency. TCPI to still hit the original $840K (BAC − EV)/(BAC − AC) = 410/335 = 1.22 — the team would need to perform 22% more cost-efficiently than plan for the rest of the project, against a demonstrated 0.85 CPI. That's not a stretch target, it's fiction — the honest number is the $987K forecast, not the $840K budget.
4. Test against tolerance: management reserve was set at 10% of BAC ($84K). The projected overrun (~$147K, ~17.5% of BAC) exceeds it — this is a change request to the sponsor, not something the specialist can absorb.
5. Options, priced: (a) rebaseline to $987K and extend two months, funded from management reserve plus a $63K supplemental ask; (b) descope two low-value integrations (~$60K of remaining ETC) to bring the forecast to ~$927K, still short of a $84K-covered $924K ceiling but closer; (c) accept the vendor rate and absorb via a change order with the sub-vendor capped at current scope, re-bid the remaining integration work competitively.
6. Route: this exceeds delegated tolerance, so it goes to the CCB with the three priced options, not a recommendation to just "work weekends."

Deliverable (exception report excerpt):

Variance summary — Month 6, ERP Rollout CPI 0.85 / SPI 0.83 (both below 0.90 threshold, 2nd consecutive period) — root cause: 18% sub-vendor rate increase (Risk R-014, logged Month 3), not a schedule execution issue. EAC (CPI-based, appropriate given the driver is structural): $987K vs. BAC $840K. TCPI-to-BAC of 1.22 is not achievable given demonstrated performance — do not report $840K as the live forecast. Recommendation: Rebaseline to $987K / 12-month completion, funded via management reserve ($84K) plus a $63K supplemental request, contingent on re-bidding the remaining $482K of ETC competitively to recover part of the gap before month 9.
