Cyber Essentials (CE) is a UK government-backed certification scheme developed by the NCSC. It protects organisations against the most common cyber attacks. There are two levels:
Cyber Essentials — Self-assessment questionnaire verified by a certifying body
Cyber Essentials Plus — All CE requirements PLUS independent technical verification by an assessor, including vulnerability scanning and hands-on testing
CE+ is mandatory for UK government contracts handling sensitive data or personal information. It is also increasingly required in supply chain due diligence.
Current Scheme Version
Danzell (v3.3) — effective 27 April 2026
Replaces: Willow (v3.1)
Transition timeline:
Accounts created on or after 27 April 2026 must use Danzell
Accounts created before 27 April 2026 have until 27 October 2026 to complete under Willow
CE+ has an additional 3 months — until 27 January 2027 — if the Willow VSA was opened before the cutoff
Key changes from Willow (v3.1) to Danzell (v3.3):
⚠️ New automatic-failure questions (instant fail if not met):
A7.14–A7.17 — MFA not enabled on a cloud service where it is available = automatic fail, regardless of whether MFA is free or paid
A6.4 — High-risk/critical OS and firmware patches not applied within 14 days = automatic fail
A6.5 — High-risk/critical application patches not applied within 14 days = automatic fail
Cloud services:
Cloud services are now formally defined and explicitly in scope for the first time
Definition: "An on-demand, scalable service, hosted on shared infrastructure, and accessible via the internet, accessed via an account and storing or processing data for your organisation"
Social media accounts (LinkedIn, Facebook, etc.) are now classified as cloud services
Test and development environments can no longer be included in a whole-organisation certification — they must be formally descoped
Scoping:
Organisations must now justify all out-of-scope networks with clear descriptions and reasons
New questions added to the question set requiring more granular scope information
Previous character limit on certificate scope descriptions has been lifted
Authentication:
Passwordless authentication (passkeys, biometrics, hardware authenticators) now explicitly recognised as valid for meeting login requirements
Signals direction of travel toward passkeys in future versions
CE+ process changes:
Verified Self-Assessment (VSA) must be finalised and locked before CE+ testing begins
Answers cannot be changed based on CE+ audit findings
If a device sample fails patching checks, remediation required and retesting covers both original and a new random sample
A second failure results in revocation of the CE (Level 1) certificate as well
Other updates:
Backup guidance repositioned more prominently in the Requirements document (not yet a control requirement but signals future direction)
Board member declaration updated to acknowledge ongoing compliance responsibility throughout the certification period
Point-in-time clarified: compliance is assessed at the date the certificate is issued
The 5 Technical Control Themes
1. 🔒 Firewalls (Theme 1)
NCSC Reference: CE-FW
What it requires:
A firewall or equivalent network device must be in place at the boundary between the internet and internal networks
Default administrative passwords must be changed
Firewall rules must be documented and reviewed
Unused or unnecessary services and ports must be disabled or blocked
Personal firewalls must be enabled on all devices that connect outside the boundary firewall (e.g. laptops used at home or on public Wi-Fi)
CE+ verification method: Assessor tests boundary firewall configuration and reviews personal firewall settings on a sample of devices
Common failure points:
Default admin credentials still in use
Overly permissive inbound rules (e.g. ANY/ANY)
Personal firewall disabled on endpoints
Cloud environments not included in scope

2. ⚙️ Secure Configuration (Theme 2)
NCSC Reference: CE-SC
What it requires:
Remove or disable unnecessary software, accounts, and services
Change default passwords on all devices and software
Auto-run and auto-play disabled for removable media
Password policy enforced (minimum 8 characters, lockout after failed attempts, or 12 characters with no complexity requirement if lockout not feasible)
Devices configured to lock after inactivity
CE+ verification method: Assessor reviews configuration of a sample of devices (laptops, desktops, mobile devices, servers)
Common failure points:
Default credentials not changed on network devices
Standard user accounts for day-to-day use (admin accounts only used when necessary)
Administrator accounts must not be used for web browsing or email
⚠️ MFA is now MANDATORY (Danzell) for ALL cloud services where it is available — if MFA is available and not enabled for all users, this is an automatic fail (questions A7.14–A7.17)
MFA required for all remote access and administrative accounts
Passwordless authentication (passkeys, biometrics, hardware authenticators) now explicitly accepted as valid
User accounts removed or disabled promptly when no longer needed
Known default accounts removed or disabled
Social media accounts (LinkedIn, Facebook, etc.) are now classified as cloud services and must have MFA enabled
⚠️ Danzell auto-fail trigger: MFA available on a cloud service but not enabled for all users = immediate assessment failure. This applies whether MFA is free, bundled, or only available as a paid add-on.
All software must be licensed and supported (no end-of-life software in scope)
⚠️ High and critical security updates applied within 14 days of release — NOW AUTO-FAIL if not met (A6.4 and A6.5)
Applies to: operating systems, router and firewall firmware, AND third-party applications
Auto-update enabled where possible
Unsupported software must be removed from scope OR protected with documented risk acceptance
⚠️ Danzell auto-fail triggers:
A6.4: High/critical patches for OS and router/firewall firmware not applied within 14 days = automatic fail
A6.5: High/critical patches for applications not applied within 14 days = automatic fail
CE+ verification method: Assessor runs vulnerability scans across a device sample. Under Danzell, if the initial sample fails, remediation is required and retesting covers both the original AND a new random sample. A second failure results in revocation of the CE (Level 1) certificate.
Common failure points:
End-of-life operating systems (Windows 10 EOL October 2025)
Patches not applied within 14-day window (NOW AUTO-FAIL)
Third-party applications (browsers, Office, Adobe) missed from patching (NOW AUTO-FAIL)
Firmware on network devices out of date (NOW AUTO-FAIL)
No formal vulnerability management process or tooling
Software asset inventory with versions and support status
Patch policy (14-day requirement documented)
Recent patch compliance report or vulnerability scan results
Evidence of auto-update enabled on OS and applications
Firmware version evidence for routers/firewalls
