[CONSULT-ONLY; not operational or dispatch authority; Substrate advice only; it is not current MURE role, topology, or provider-binding authority pending task t-63a57bfd.] Standing operating model — Opus (and its glm-5.2 Opus-equivalent) orchestrates while spawned workers do the work across three substrates: native Sonnet/Haiku Agents, z.ai GLM lanes (glm-fleet.mjs), AND ollama-cloud peer lanes (ollama-fleet.mjs), ALWAYS at max reasoning / --reasoning high, then the orchestrator reviews, corrects, and finalizes. Ships copy-paste dispatch templates, the GLM tier roster, dual-substrate routing, the governed autonomous loop, and Agent-not-Workflow discipline. Use to start or run this model on any non-trivial build, research, multi-file edit, audit, refactor, or fan-out task.
