The foundation caps indirect recovery at 10%, matching Bridgeway's de minimis rate exactly, and requires quarterly reporting on school-attendance and no-new-justice-involvement metrics.

Naive read: "The indirect cap matches our rate exactly — no shortfall, take it. It's $500K we don't currently have and it diversifies our funder base."

Program director's reasoning:

1. Fit check: Bridgeway has no youth-specific staff, no juvenile-justice referral relationships, and no track record with this population — this is a new program line requiring net-new hires and infrastructure, not an extension of an existing one.
