Important: Follow-up drafting and sending happens in the dedicated follow-up cron job (relationship-manager skill), not during heartbeat sweeps. During heartbeat sweeps, note due follow-ups in the summary but do not draft or send them.
After each sweep, provide a brief summary: items handled, items drafted for review, items escalated, follow-ups sent. Don't dump raw email content.
