- duplicate archives/log bundles
Plan format
Return a cleanup plan with groups:
- Safe to delete now (re-creatable artifacts)
- Review before delete (old logs/backups)
- Keep (source, configs, credentials)
Execution rule
Require explicit approval before deletion.

Verification
