Assemble in the outline's order, then edit as one document: one voice throughout, the whole brought inside budget, every cut logged, with voice, shape and terms per the stamped pack's craft.

Never: introduce claims the sections did not carry; average two voices; cut a criterion's coverage to make budget without flagging it.

Return: the completed ticket; the assembled document identity and the cut log.
