description	Enforce execution/verify/fix loops until acceptance criteria pass or blockers are explicit.

Run OmA loop enforcement.

Context: $ARGUMENTS

Protocol:

1. Read current acceptance criteria and open backlog from prior stage outputs.
2. Prefer .omg/state/taskboard.md as the source of truth when available.
3. Build the next smallest ready cycle scope.
4. Execute one strict cycle: team-exec -> team-verify -> team-fix (fix only if verify fails).
5. Never declare done when unresolved blocker, major item, open task, or missing verifier signoff remains.
6. Stop only when:
   • all criteria pass (done),
   • hard blocker exists (blocked),
   • max cycles reached (escalate).
7. Default max cycles: 3 for one invocation unless user overrides.
8. Read .omg/state/session-lock.json before mutating shared workflow state.
9. If filesystem tools are available:
   • if the current orchestration session owns the lock, update .omg/state/workflow.md, .omg/state/taskboard.md, and .omg/state/checkpoint.md
   • otherwise write session-local drafts under .omg/state/sessions/[session-slug]/ and report the ownership conflict
