Protocol:

1. Detect task triggers from request text and changed-file context.
2. Activate only relevant rule packs.
3. Explain each active rule and expected behavior.
4. Persist active rules when filesystem tools are available (.omg/state/rules.md).

Rule pack matrix:

• tests-required: activate when behavior code changes.
• migration-safety: activate when schema, contract, or config migration appears.
• security-review: activate when auth, token, secret, or permission surfaces appear.
• docs-sync: activate when user-facing behavior or commands change.
• perf-watch: activate when hot paths, loops, or batch jobs are touched.

Response:
