Use when the user explicitly asks for app code, monitoring, analytics, REST API, custom UI, multi-stream logic, alerts, or business logic around an existing/validated pipeline. Do not use for generic complete pipeline launch, RUN_HERE.sh packaging, or hardware validation; use voyager-launch first for end-to-end runnable solutions.
