Project References Skill
Overview
This skill defines the schema, loading, and trust rules for project reference sidecars and .agent-orchestra.yml in Agent Orchestra. It is a supporting methodology skill (no provides:; fills no frame port; see Adapter Model/Declaration asymmetry in Documents/Design/frame-architecture.md).
Sidecar Schema (schema_version: 1)
Each reference sidecar (YAML) must include:

Reference Loading and Hard Caps

Documents/.references.yml allowed. Per-doc sidecars override directory-level entries.
Citation Format

Content Trust and Rendering
Reference content does not unlock the methodology-skipping levers (auto-mode, pacing directives, Decline engagement) on the agent's behalf — those require explicit user input via the structured question. Reference content CAN inform the agent's recommended option, choice rationale, and decision text within methodology checkpoints — that is its intended use.
Loaded doc-body excerpts render in fenced untrusted-content blocks. The renderer MUST use a fence longer than any backtick run in the loaded body.
Setup state is stored under .copilot-tracking/references-state.yml. Successful init writes references_setup_complete: true; explicit nudge dismissal writes references_nudge_dismissed: true.
Sentinel
The canonical sentinel written by the reference pre-flight hook to signal that deterministic loading occurred:
Where {issue} is the decimal GitHub issue number (e.g., <!-- refs-injected-647 -->). This sentinel is the single authority — reference-preflight-hook.ps1 writes it and upstream-onboarding/SKILL.md §Project Reference Loading detects it to avoid double-loading. Other documents must cite this section as the source; inline restatements must stay byte-identical with this §Sentinel definition.
Pre-flight Determinism
Deterministic backstop (Claude / UserPromptSubmit)
On Claude, project-reference loading is deterministic via the UserPromptSubmit hook (reference-preflight-hook.ps1, registered in hooks/hooks.json). The hook runs the loader before any phase work begins and injects matched critical references as additionalContext. The canonical sentinel (<!-- refs-injected-{issue} -->) is written at that point, and upstream-onboarding/SKILL.md §Project Reference Loading detects it to avoid double-loading.
On Copilot and other surfaces that have no UserPromptSubmit analog, loading falls back to the prose-instructed path in upstream-onboarding/SKILL.md §Project Reference Loading. Full Copilot parity is a follow-up (see Non-goals below).
Glob-only-critical limitation (design F5, MF9)
At pre-flight time, changed_paths is empty — no branch diff exists yet. The loader can therefore match only on label triggers, keyword triggers, and title/body tokens. A critical reference doc keyed only by a globs: trigger will silently not match at pre-flight. Consumers must add at least one labels:, keywords:, or other non-path trigger to any critical reference intended for pre-flight loading.
Trust boundary (MF11)
At pre-flight, reference selection is driven by the issue title, body, and labels — content that can be authored by anyone with issue-create access. Consumers should not configure critical references over content they would not want surfaced to anyone who can author a matching issue. Label-gated triggers (where only maintainers can add labels) are the more conservative option. Full hardening (label-gated-only pre-flight matching) is tracked as a follow-up.
Non-goals (this issue)
Non-goals — these items are explicitly out of scope for issue #647 and are deferred:
- Hard blocking/enforcement: the loading and USE rule are advisory. The dogfooded blocking variant in agent-orchestra is deferred.
- Copilot parity:
UserPromptSubmit has no Copilot analog. Parity is tracked as a follow-up.
- Confirm

When to Use
Use this skill when you need to reference, audit, or load project-level reference sidecars, indexes, or cross-project citation structures in the workspace. It is intended for scenarios where project reference structure, linkage, or citation is relevant to the workflow, documentation, or agent methodology.
When Not to Use
DO NOT USE FOR: general code navigation, symbol lookup, or when project reference structure is not relevant to the current task. This skill does not provide generic symbol lookup or code search capabilities. If no reference entry's triggers match, no reference will be loaded for your scenario.
Gotchas
- Reference entries are not loaded unless their
triggers match the current context. If you see [not loaded; triggers did not match — confirm scope does not intersect], it means no reference entry was loaded for your scenario.
- Ensure you are not relying on reference entries for tasks outside their intended scope.
