Use Slow Gauge when the room is moving too quickly to reason safely and the right move is deliberate rate control.
This is the secondary Codex compatibility rendering of a metaphorical battle-chip pattern with a shipping-now execution model.

Use Slow Gauge to reduce tempo on the narrowest risky loop, explain what decision it protects, and avoid slowing unrelated lanes.
Use Black Barrier when ordinary buffering is too soft and thresholding alone is too permissive.
