1. Define PM Correctly

Use performance management for a continuous cycle of identifying, measuring, developing, and aligning individual and team performance. Treat performance appraisal as one assessment component. If the system is an annual form with no ongoing goals, feedback, coaching, development, or renewal, it is appraisal rather than PM.

2. Run the Six-Stage Cycle

Use the recurring sequence prerequisites -> performance planning -> performance execution -> performance assessment -> performance review -> performance renewal and recontracting. Use Performance = Declarative Knowledge x Procedural Knowledge x Motivation. Check facts and requirements, capability to execute, and choice/level/persistence of effort. Then inspect HR practices and the work environment. Do not prescribe training for a motivation or context problem, and do not expect contingent pay to repair capability.

5. Choose Measures by Causality and Control

Use behavior measures when outcomes are delayed, causally ambiguous, or outside employee control. Use results when skilled employees control outputs and the behavior-result link is clear. Use traits mainly for placement or exceptional restructuring, not routine appraisal. Include both task and contextual performance. Treat results as evidence, not proof: performer + situation -> behavior -> result.

6. Build Defensible Results and Behavior Measures

Use accountability -> objective -> performance standard. Make objectives specific, measurable, achievable, results-based, time-specific, challenging, agreed, prioritized, flexible, and limited in number. Define competencies as KSA clusters and rate observable indicators. Prefer absolute systems for developmental feedback; use comparative systems for administrative sorting. Design appraisal forms for their purpose and test simplicity, relevance, descriptiveness, adaptability, comprehensiveness, definitional clarity, communication, and time orientation. 9. Turn Evaluation into Development and Coaching

Every developmental plan needs an objective, activity, resource, deadline, standard, evidence, and follow-up. Use the Feedforward Interview to discover conditions behind prior success. Use 360-degree feedback primarily for development and only with anonymity, trust, behavioral specificity, interpretation, and follow-up. Coach with the employee, not to the employee. Describe facts before evaluation, document observable patterns, give early and specific feedback, and use the past-present-future review model.

10. Align Rewards and Law

Use the Expectancy-Instrumentality-Valence model: Motivation = Expectancy x Instrumentality x Valence. Reward what the organization genuinely wants, not what is easiest to count. Check for gaming, short-termism, teamwork damage, intrinsic-motivation crowd-out, and protected-group effects. Build legal defensibility through job-related criteria, standardized application, timely notice, employee voice, appeals, diverse raters, training, documentation, and adverse-impact monitoring.

11. Manage the Me and the We

Verify a group is a genuine team before applying team PM. Measure individual task performance, individual contextual contribution, and whole-team performance. Classify work/service, project, and network teams by task complexity and membership configuration, then vary measures and timing. Include effectiveness, efficiency, learning/growth, satisfaction, process, outcomes, and stakeholder perspectives. Keep measures limited and rewards aligned with actual team behavior.
