Steps

1. Identify the domain and life area — Begin with a values clarification: which domains matter most right now (career, relationships, health, creative, financial, learning)? Goals disconnected from values fail to sustain intrinsic motivation.

2. Generate raw goal candidates — Brainstorm freely without filtering. Produce 5-10 candidate goals. Don't evaluate during generation — capture the full range of what the person cares about.

3. Apply SMART criteria to each top goal — For each goal, test:

   • Specific — who, what, where, when, how
   • Measurable — what is the indicator of completion or progress
   • Achievable — challenging but within realistic capability stretch
   • Relevant — aligned with current priorities and values
   • Time-bound — clear deadline or milestone schedule

4. Set challenge level appropriately — Per Locke-Latham, the optimal challenge zone is 80-90% confidence of achievement. Too easy (100% certain) produces low effort; too hard (below 50% confidence) destroys self-efficacy. Calibrate.

5. Apply WOOP to each primary goal — Run the four-step mental contrasting process:

   • Wish — state the goal vividly as a positive future
   • Outcome — imagine the best possible outcome in detail
   • Obstacle — identify the single most critical internal obstacle (not external)
   • Plan — design an if-then plan: "If [obstacle occurs], then I will [coping response]"

6. Write implementation intentions for key actions — Convert every major goal action into an if-then format: "When [situation/cue], I will [specific action] at [time/place]." Research shows this format activates automatic execution rather than relying on intention recall.

7. Establish a leading-indicator tracking system — Define 1-2 weekly process metrics (behaviors you control) alongside the lagging outcome metric (the final goal). Process metrics provide feedback before the outcome is reached.

8. Build in structured review cadence — Set weekly, monthly, and quarterly review appointments. Weekly: check process metrics. Monthly: assess trajectory and adjust tactics. Quarterly: review goal relevance and reprioritize.

9. Identify accountability structure — Determine whether the person works better with internal accountability (self-review log), social accountability (check-in partner), or formal accountability (coach, manager). Match to actual personality, not aspirational preference.

Rules

• Goals must be specific enough that two independent observers could agree whether the goal was achieved — vague goals are wishes, not goals.
• The obstacle in WOOP must be internal (a habit, belief, emotion) not external (other people, circumstances) — only internal obstacles are within the person's control to plan around.
• Challenge level must be calibrated to the individual's current capability — transplanting someone else's goal without adjustment ignores baseline differences in skill and context.
• Never assign more than 3 primary goals simultaneously — cognitive and volitional capacity is finite; diffuse goal portfolios reduce performance on all goals.
• Track process (leading indicators) weekly, not just outcomes (lagging indicators) — outcome-only tracking provides no course-correction signal until it's too late.

Common Mistakes

• Outcome goals without process goals — setting "run a marathon" without "run 4 days/week" means there's no actionable daily guidance and no early warning when the trajectory is off.
• Skipping WOOP's obstacle step — pure positive visualization without obstacle identification increases goal failure by creating overconfidence (Oettingen, 2000, JPSP); the obstacle step is what converts fantasy into effective planning.
• Too many goals — diluting focus across 7+ goals produces goal conflict, decision fatigue, and poorer performance on all of them.
• No review system — setting goals without structured review is wishful thinking; most self-set goals without review cadence are abandoned within 6 weeks.

When NOT to Use

• Acute crisis where the immediate priority is stabilization, not planning.
• When someone has not yet clarified their values — goal-setting before values work produces goals that feel meaningless and don't sustain motivation.
• Highly fluid contexts where goals would need to change weekly — in those environments, systems and habits outperform goal-setting.
