Workflow

1. Create outline.md with major sections, chapters, scenes, or episode beats.
2. Create beat-map.md with ordered turns and emotional movement.
3. Create chapter-contracts/chapter-##.md or scene contracts.
4. Run developmental outline review.
5. Revise outline when the route is revise.
6. Mark outline status: accepted, accepted-with-known-risk, or needs-human.
7. Update state.md.

Pause Conditions

• A structural choice changes the story meaning.
• Protocol notes block a scene or representation.
• Ending trajectory is too uncertain to draft responsibly.

Acceptance Checklist

• Outline and beat map exist.
• Every target draft unit has a contract.
• Outline review route is recorded.
• Drafting is not started until route allows it.
