requiring its FORGE:TEST_GATE:RESULT=BLOCK|PASS|SKIP marker. Emit exactly one
authoritative terminal gate pass or failure for the reviewed SHA. Never merge, approve,
deploy, close the source issue, or clean a work-on-owned tree.
