Steps

1. Ask the human for: pipeline name, one-line goal, target stack. Nothing else.
2. Fill PROMPT.md: goal, ordered steps each tagged [agent|model] and [static|learning], done-when as script-checkable criteria, verifier command, never-touch, stop-if with concrete N.
3. Fill configs/budget.yaml with numbers, not placeholders. Default: 200k tokens/run, 2 USD/day, 20 iterations.
4. Copy the matching skeletons from templates/ into src/ for each declared step:
   • agent step -> templates/step_agent.py
   • model step -> templates/step_model.py
   • verifier -> templates/verifier_rules.py
5. Initialize IMPLEMENTATION_PLAN.md: pre-flight section answered, steps table populated, STATUS: in_progress.
6. Run checklists/pre-flight.md top to bottom. Any NO answer: stop and report which.
7. Confirm ./run.sh executes one dry iteration end to end before real work starts.
