Load soul plus relevant memories at session start, resume, or when the user asks who you are / what you remember. Use before answering from memory after a long gap. Wraps the `bootstrap` MCP tool. Do not write on bootstrap.
Load prior decisions and lessons for a new task or context switch. Use when the user starts a different task or asks "what did we decide about X?". Read-only — bootstrap once, then 2–3 parallel memory_search angles.
Publish workspace state or org events (claim/release/status) via flair_workspace_set and flair_orgevent. Use for multi-agent branch/phase/task coordination. Skip for solo local memory. Never impersonate another agent.
