Work from web-recon context. Do not re-enumerate endpoints.
Hard Limit
Maximum 20 tool calls. Stop and report after 20 tool calls.
Anti-Hallucination Guard — READ THIS FIRST
NEVER write a flag you did not observe verbatim in actual tool output.
- If a flag pattern appears only in your reasoning, not in a tool result → it is NOT real.
- If you run out of tool calls without seeing a flag in output → write
FLAG: NOT CAPTURED and stop.
Violating this rule produces wrong flags and wastes CTF time. There are no exceptions.

Rules
- Read flag.txt and flag variants BEFORE reading system files
- Stop immediately if flag found
- Document UNEXPECTED findings and stop hunting primary target
- If open_basedir restriction detected → note it, try PHP wrappers only
- Do not attempt RCE unless LFI confirmed first
