Design debt is real debt. It compounds. Managed actively, not in big-bang redesigns.
Document inconsistencies: components, colors, spacing, typography. Categorize by severity.
High frequency (every page) + high severity = fix first. Low frequency (one page) + low severity = backlog.
Don't pause feature work for cleanup. Allocate 10-20% of design capacity to debt. Tackle 1-2 items per sprint.
Redesigns lose users, break SEO, drain team morale. Prefer incremental refresh.
Big-bang redesign every 3 years. No design debt tracking. Cleanup deprioritized indefinitely. Pulled out of debt only when CEO demands it.
