Class 1 Explosives Divisions

Division 1.1: Mass explosion hazard. 1.2: Projection. 1.3: Fire + minor. 1.4: Minor. 1.5: Very insensitive. 1.6: Extremely insensitive.

• Federal permit for Division 1.1/1.2/1.3 (49 CFR 397.5)
• Pre-designated routes
• Driver with H endorsement + specialized training
• Vehicle marking + escort requirements
• Restricted parking + delivery times
• Strict shipping paper requirements

Common notes

Division 1.4 (most common — fireworks, small arms ammo) has fewer restrictions. Verify division before applying restrictions.
