Performance Management Systems

Three Conversations, Held Separately

Bock's central insight from Work Rules!: performance, compensation, and development are three different conversations. Conflating them forces comp to crowd out development. Separate them in calendar and in process.

• Performance: how are you doing against expected outputs? Backward-looking; calibrated; lands as a rating
• Compensation: how will your pay change? Forward-looking input from performance + market + budget
• Development: how will you grow? Forward-looking; identifies strengths and gaps

Don't impose annual reviews at 30 people. Don't leave 500-person companies with 1:1 vibes only.

Components

1. Goal setting: specific, difficult, accepted; tied to team/company priorities; reviewed at every cycle
2. Ongoing feedback: 1:1s as the primary channel; real-time, narrowly-scoped, specific
3. Self-assessment: input, not the rating; watch for confidence-gap patterns by demographic
4. Manager assessment: anchored to level rubric; specific evidence
5. Multi-rater input (optional): peer/cross-functional/skip-level; for development primarily, cautious for evaluation
6. Calibration: panel review; bias check-ins; rating distribution review
7. Rating: 4-point scale recommended (forces discrimination); avoid 5-point with neutral middle
8. Comp linkage: decoupled in conversation; linked in process
9. Development linkage: 1–3 dev priorities per cycle; resourced

Rating Scales

4-point (recommended): Below / Meets / Strongly Meets / Exceeds. Forces meaningful discrimination.

5-point with neutral middle: most ratings land at 3; information-poor.

9-box (performance × potential): avoid for performance ratings; conflates two different things; "low potential" labels stick.

Forced distribution: high cost, mixed evidence; can corrode collaboration. Default: don't force, but watch for severe skew (90% "exceeds" suggests inflation).

Calibration

• Panel of managers (typically peer-level, with senior facilitator)
• Each manager presents proposed ratings with evidence
• Group discusses for consistency
• Bias check-ins: leniency, halo, recency, similarity-to-self
• Distribution review: skew patterns; demographic patterns

Calibration is not "making everyone agree." It's ensuring consistency in how rubrics are applied across managers.

Comp Linkage

Performance is one input to comp; not the only input.

Avoid lockstep formulas (rating × multiplier):

• Removes manager judgment
• Inflates ratings
• Punishes proportionally rather than differentially

Do:

• Performance contributes weight; band position, market, budget also contribute
• Manager proposes within budget
• Comp partner reviews for band integrity and pay equity
• Comp conversation separate from performance conversation in calendar

PIPs (Performance Improvement Plans)

Honest only if there's a real path to success.

Honest PIP:

• The employee already knows there's a problem (no surprise)
• Specific behaviors and outcomes to demonstrate
• Time-bounded (30–90 days)
• Manager investment in success
• Documented support and feedback
• Two real outcomes: success → off; failure → exit with dignity

Theatrical PIP (avoid):

• Surprise placement
• Vague or unmeasurable goals
• Manager expects failure
• Used as legal cover for predetermined termination

Theatrical PIPs corrode trust company-wide.

Common Failures

• Annual reviews at companies too small to benefit
• Surprise low ratings (manager failure in advance)
• Performance-comp lockstep formulas
• Ratings inflation (no information value)
• Calibration theater
• 9-box used punitively
• Self-assessment as the rating
• Theatrical PIPs
• System rolled out without manager training

Migration Sequence

When fixing a broken system:

1. Cycle 1: introduce calibration; keep rest stable
2. Cycle 2: add level rubrics; tie ratings to them
3. Cycle 3: separate comp from performance conversation
4. Cycle 4: add ongoing feedback rituals; reduce reliance on the annual

Don't redesign everything at once. Sequence change.
