Standard Library API Design

Design $ARGUMENTS for Talqor with a v1-first mindset.

Required workflow

1. Determine the user need the API serves.
2. Separate:
   • language feature
   • compiler intrinsic
   • runtime service
   • ordinary library API
3. Propose the narrowest stable surface that satisfies v1.
4. Avoid promising semantics that depend on unresolved runtime or ownership decisions.
5. State which names, module paths, traits / interfaces, and error contracts are stable now versus intentionally provisional.
6. Check implications for documentation, examples, package structure, and future deprecation cost.
