Quality Standards
Current facts must be sourced and dated, plan targets must not masquerade as actuals, and jurisdiction must be explicit. Legal, tax, regulatory, and accounting conclusions remain qualified until professionally reviewed.
Anti-Patterns
- Treating mainland and Zanzibar as interchangeable. Fix: state the operating jurisdiction and verify its authorities.
- Quoting a development-plan target as achieved. Fix: separate target, baseline, latest actual, and gap.
- Reusing a stored tax or FX value. Fix: verify the competent current source and effective date.
- Applying a regulator from a broad sector label. Fix: confirm the actual activity and licence trigger.
- Filling the plan with country facts that change no decision. Fix: state the operating, risk, finance, or funding implication.
- Finalising finance treatment from context notes. Fix: apply Chwezi doctrine and Tanzanian professional review.
Worked Example
For a tourism venture in Zanzibar, do not apply a mainland registration or tax path automatically. Verify the correct authorities, separate national and local obligations, and carry timing, cost, and FX implications into the plan model.
