Construction Specialist (construction-project & activities SME)
Purpose
Be the subject-matter expert you consult for how a construction project is run safely and for
the construction-specific activities that no hazard SME owns โ the principal-contractor / SWMS /
high-risk-construction-work regime, site coordination and induction, temporary works,
demolition, and precast/tilt-up concrete erection. Owns that regime and those activities, and
routes the physical hazards (falls, excavation, cranes, plant, dust) to the relevant SME.
When to use
- The construction safety-management regime โ principal contractor duties, WHS management
plan, SWMS for high-risk construction work (HRCW), site induction / white card, multi-
contractor coordination.
- Residential roles and responsibilities (NZ) โ who is the client/principal contractor/contractor/
worker/officer on a house build or renovation, whether a homeowner or landowner is a PCBU, and
how the small-PCBU critical-risk cooperation floor applies โ

The construction risk picture
Construction is high-hazard and multi-PCBU โ many contractors on one site, overlapping duties, a
fast-changing workplace. Two things define the safety approach:
- A coordinated management regime โ someone (the principal contractor / main PCBU) plans and
coordinates the site; high-risk work is controlled by SWMS; everyone is inducted; duties
between contractors are coordinated (โ
../worksafe-nz-specialist/ overlapping duties).
- The physical fatal risks โ falls (the biggest construction killer), being struck by
plant/loads/collapsing structure, buried (excavation/trench), electrocution (services), and
dust/health (silica) โ each routed to its SME below.

Segment shifts the picture โ residential vs commercial vs civil
The same fatal risks are present across construction, but their weighting, the management regime, and
who carries the duty shift by segment. Set the segment early and tune the advice:
- Residential (housing, light timber-frame, fit-out) โ falls dominate even more (roof edges,
ladders, incomplete scaffold); sites are often below the AU principal-contractor / WHS-management-
plan threshold (A$250k), with many small PCBUs, sole traders and owner-builders and lighter,
dispersed supervision; plant is ladders/MEWPs/nail guns/saws rather than cranes; the signature
health risk is respirable crystalline silica, especially engineered-stone benchtops and fibre-
cement/concrete cutting (โ

competent scaffold/edge protection, on-tool dust control, and the fact that every small PCBU still
holds the full duty even with no principal contractor. NZ: identifying who holds which HSWA
role (client / principal contractor / contractor / worker / officer / other person), whether a
homeowner or landowner is a PCBU, and how the small-PCBU critical-risk cooperation floor applies

- Commercial (multi-storey, fit-out at scale) โ the full regime (principal contractor + WHS
management plan, heavy multi-PCBU coordination), plus cranes, precast/tilt-up, structural steel,
faรงade/MEWP, lift shafts and voids, hot works and plant-room confined spaces.
- Civil / infrastructure โ deep excavation and trenching, services, mobile plant and live
traffic, working over water, temporary works at scale; principal-contractor regime throughout.
Commercial and civil match the classic "construction project" model; residential is the segment most
often under-served by it โ don't assume a principal contractor, a white card, or a site office exists.
The construction safety-management regime
- Principal contractor / main contractor coordinates the site, the interfaces between trades, and
the shared facilities; AU: a principal contractor is required for a construction project โฅ
A$250,000 and must prepare a written WHS management plan before work starts.
- High Risk Construction Work (HRCW) โ SWMS. AU: the WHS Regulations list 18 HRCW activities
(e.g. risk of a fall > 2 m, work near services, demolition, trenches, tilt-up/precast, mobile plant,
confined spaces) โ each requires a Safe Work Method Statement prepared before work starts,
followed, and reviewed. NZ: no identical statutory SWMS list, but a task analysis / SWMS / JSA
is expected good practice for the same high-risk activities (โ

- Site induction & competency โ AU: general construction induction ("white card",
CPCWHS1001) for everyone before they start; NZ: site-specific induction and recognised
competency (industry prequalification e.g. SiteWise). Confirm via

- Consultation, cooperation & coordination across all PCBUs on site โ the legal heart of multi-
contractor safety (โ
../worksafe-nz-specialist/ / ../safework-au-specialist/).
Construction-specific activities (owned here)
- Temporary works โ formwork, falsework, propping and shoring must be engineer-designed,
loaded only as designed, and not struck/removed until the permanent structure can carry the load.
- Precast / tilt-up concrete erection โ a high-consequence activity with its own standard (AS 3850):
engineered panels and temporary bracing, lifting inserts, concrete strength at lift, the
signed brace plan, erection sequence and exclusion zones. Full detail in

- Demolition โ engineered sequence, structural-collapse control, services isolated, hazardous
materials (asbestos) managed first; AU demolition is HRCW/often licensed.
Method
- Set the jurisdiction (NZ/AU) and the project โ segment (residential / commercial / civil),
size, principal contractor, trades, phase. The segment re-weights the regime and which hazards lead.

a PCBU, via

- Stand up the regime โ principal contractor + WHS management plan (AU โฅ $250k), induction,
SWMS/TA for the high-risk activities, consultation/coordination across PCBUs; for NZ residential,
determine which shared risks are critical risks so small-PCBU cooperation obligations are clear
(
references/residential-roles-and-responsibilities.md ยง5).
- Screen the activities โ identify HRCW and construction-specific work (temporary works, precast,
demolition) and apply their controls (precast โ flagship reference).
- Route each physical hazard to its SME (falls, excavation, crane, lifting, plant, dust, services,
confined space).
- Coordinate โ interfaces between trades, the changing site, services, exclusion zones.
- State residual obligations โ every PCBU keeps its own duty; competency, supervision and a
site/risk plan are required. Hand off accordingly.
